Changing the Way We Care (CTWWC) is a bold initiative designed to transform child care systems by promoting safe, nurturing family or community-based care for children. Activities include reforming national systems of care for children and young people; supporting separated families with reunification and reintegration; developing alternative family and community-based care systems; closing harmful residential institutions; and calling for funders to divest from supporting institutions for children and young people and redirect their funding to alternatives that strengthen communities and keep families together. Changing the Way We Care (CTWWC) is a partnership between: Catholic Relief Services (CRS), Lumos, and Maestral International.
Lumos is an international non-governmental, non-profit organisation founded by J.K. Rowling. Our vision is of a world where all children have the opportunity to grow up and thrive in loving, nurturing, protective families.
The Lumos country program in Moldova will be responsible for delivering the CTWWC program in the country, working in close collaboration with the CTWWC headquarters team. To lead CTWWC’s ambitious plans in Moldova, Lumos Moldova are seeking a CTWWC Program Director. This crucial role will see you taking responsibility for overall program implementation, ensuring our activities align with global best practice and relevant legislation. Working closely with local colleagues, you will provide technical assistance to central and local public authorities and other stakeholders on a variety of aspects of child care reform, including policy development and implementation, capacity building, service delivery focused on the most vulnerable children and their families, children’s participation, and the re-direction of resources from institutions to families and communities.
You must have a history of working with children, families and communities with a complex range of needs, plus extensive knowledge of the role of child-care and protection systems, strengthening families and alternative care. You will need to demonstrate your ability to provide technical assistance, capacity building and team leadership, which must be bolstered by a strong track record of success in delivering and upholding child protection and safeguarding principles. A sound understanding of the Moldovan context is also required, along with experience of designing, implementing and managing child welfare and protection initiatives at government and community levels in Moldova. Your university or higher degree in social work, social sciences or a closely related field will be complemented by first-rate language skills, including fluency in English and excellent written and verbal Romanian and Russian. Flexibility is key, as CTWWC coordination requires extensive travel within Moldova, plus some global and regional travel.
This is a local role and payment will be made in Moldovan Leu. This role does not attract an expatriate package.
